It's a wildlife refuge where the public is allowed. The overlook platform overlooks a small "lake" (mudflats in the dry season), which has thousands of waterfowl and other wild birds.
Much of the area has been cleared of underbrush.

From downtown take Center St. or 4th St. SE eastwards to Hwy 22 (NE Circle Dr.)/ lights. Continue east past hwy 109 for about a mile. Turn Right, into driveway, just before the RR crossing. Park in driveway. Walk south along path. 2. US 14 east to Hwy 22. Turn left past University Center. Continue north to the next light. This is Hwy 9 or Collegeview Drive. Turn R. (east) and drive past Hwy 109 for about a mile. Turn Right, into driveway, just before the RR crossing. Park in driveway.
Cross street: Hwy 9 (Collegeview Rd.) East and Hwy 109

- Hours:From late Spring through early Fall: 11 am to 1 pm, 4:30 through early evening, evening till 11 pm
Winter: Occasionally someone may park and wait for another interested party.
- Cruising Info/ Tips:Overlook platform. Take path south for about 200 yards, and veer Right to platform.

- Otherwise remain on main path south. On the left there are several somewhat secluded spots. Or continue to more heavily forested area and follow paths.

- Warnings:Only once in a while a birdwatcher with binoculars will be there.
Warnings: It's out of the city limits, so the city police do not bother you. Once in a while a county sheriff will stop at the driveway.

Hey men,
The StarTribune published an article on June 12, 2007 called �Policing the Shadows�.
The article, written by Sarah Lemagie, seems to have been inspired by six arrests made on May 29th at two public parking lots on the stretch of Black Dog Road that runs through the Minnesota Valley national Wildlife Refuge. A number of different cruising spots were mentioned.
It seems the public and the police have their eyes peeled for cruising, so cruise with caution in these parts. Take care of yourselves and each other, and keep cruisein�!

Was out there earlier today and four guys were out there. No real action though. I'll stop by a few more times and see what happens

This was a good spot. Was usually good for some noon time fun, but they have cut down more of the trees and bushes. Is anyone still going here. Looking for some fun this afternoon.
