Neil Hawkins Park is a large native park. It can be very cruisy. You need to get out of your car to show other guys you are interested. Wander around by your vehicle. Go for a walk along the paths and the pontoon at the lake. Some action can be found in the washrooms.

By road, head north from the City along the Mitchell Freeway to the Hodges Drive exit. Turn right heading east along Hodges Drive and continue through the Joondalup Drive intersection as Hodges becomes Grand Boulevard. Continue along Grand to Boas avenue (4th intersection after the freeway). Continue east along Boas until you reach the park.
By foot: Head north from Joondalup Railway Station through the shopping centre, and head up the stairs along side Grand Cinemas and Hogs Breath Cafe. Keep heading east along Boas Avenue past Grand Boulevard and Lakeside Drive and continue on walking to the park. Distance is an 8-10min walk depending on fitness levels, and the access through the shopping centre is open until just after the last train each night.
