There are plenty of places to cruise among the trees on the hillside, although not exactly secluded or private.

Japanese guys, all ages;
take a JR line local train from Kobe to Shioya. The main gay beach is not in front of Shioya station, but a 20 minute walk along the shore - back in the direction of Suma / Kobe. Once you exit the station, cross the road and go down the stairs to the shore. The beach is next to the large concrete stormwater drain. You'll have to walk along a short slippery stretch of rocks before getting there.
On your way back, watch out for the tide here; you might get stuck trying to make it to the stairs and have to wade back a short distance.

Old guys sometimes sit really close by and stare at the others on the beach. They can also be annoying up on the hillside.
