I think the sign warning about surveillance is a decoy (the word surveillance is misspelled). Parking head first is just a way for the cops not to have to get off their asses and look at the tags. The park has actually become pretty tragic. Cops always seem to be there after dark. The 10 mph speed limit is strictly enforced (unless u r a frisbee golfer or str8 couple driving thru).

a cruiser has informed me that hidden cameras have been installed and that plain clothed cops and park rangers monitor this place.

Police have cracked down on this place. It has been a focus of several evening news reports (guys exposing themselves to others) so there have been complaints. Venture there are your own risk. Cars can NO LONGER back into parking spaces, but must park headfirst. This complicates cruising and that is exactly what the police are trying to do.
