Although this place is at a park it gets quite busy and its pretty safe as long as you are discreet.

If you're on Ferry Road and you're heading towards Pacific Fair... just before you pass Monaco Street bridge there are shops to your right.... behind those shops is the park and you can't miss the toilet.
