I can't believe we're debating this. However, it appears you still need to be disabused of your misunderstandings.
1.) A hurricane may cause localized tidal swells (localized as in hundreds of miles, not worldwide). Therefore, the pressure from Hurricane Ike may have caused a higher tide than normal in the bay. The fact that it was also raining was incidental, not causative.
2.) Your post implied that all the rain may cause a high tide. You didn't mention the hurrican, you mentioned rain.
3.) If you had said the hurricane may cause a high tide in the bay, you may have been correct. However, that's not what you said. You suggested that the rain may cause a high tide, which is incorrect.

Rain doesn't have anything to do with the tide. The tide is caused mostly by the gravitational effect of the Moon & Sun on the oceans (the gulf in Tampa's case). Please go straight to 2nd grade science class, do not pass go or collect $200.
The day I posted my comment in reply to Rod1069 was during the time period the Bay area was feeling the effects of the hurricane Ike, tides were way high in the bay and the heavy rain was adding to the problem. Shore Acres had streets closed due to high tide/rain flooding.

Incidentally, I think anyone is crazy to do anything out here. I can hardly see how you can be hidden well enough. And, it is entirely possible for cops to be out there with some kind of unusual technology to catch people in the act. Go somewhere that isn't a known cruising place to do this kind of stuff. I like it outside, but I've done it somewhere people wouldn't expect & where it's very unlikely I'd be caught. Only thing is, I had plans with my partner to meet there beforehand. Otherwise, I would have been there alone.

Be CAREFUL, had several words with a VERRRRY nasty Clearwater Officer, Saturday Night, his name was Pasquale Calabrese, he pulled up on the shoulder of SR60 and got out with his BIGGGGG flashlight and bad attitude looking to catch gay guys, tooooo bad he didn't find anything, I called in an complained on him to his Sergeant, for what ever good that did-----'this guy is targeting and profiling only gay people" It was early Saturday moring about 3:40---watch out
